What this tool measures
WhatsApp is not priced like SMS and it is not priced like email. Meta charges per delivered template message, the rate depends on the country you are messaging, and the category of the message changes the rate by a factor of ten or more in some markets. That is why a headline price per message tells you almost nothing until you know who you are messaging and why.
This estimator takes your monthly volume by category, applies the rate for the recipient market, adds whatever platform sits on top, and gives you a monthly band. The region selector is a genuine input to the arithmetic here, not a currency preference.
The pricing model, briefly
Two changes reshaped WhatsApp costs recently and both are reflected here. Since 1 November 2024, service conversations are free: if a customer messages you first, your replies inside the 72 hour window cost nothing, however many there are. Since 1 July 2025, billing is per delivered message rather than per 24 hour conversation, which means high-volume utility flows got cheaper and chatty marketing flows got more expensive.
- Marketing: promotions, offers, cart reminders. The most expensive category in every market.
- Utility: order updates, delivery notices, appointment reminders. Cheap in most markets, and the category most businesses under-use.
- Authentication: one-time passwords and login codes.
- Service: replies to a customer who contacted you. Free.
How to read the result
The band accounts for two things: undelivered messages, which are not billed, and the ordinary month-to-month swing in volume. Treat the middle of the band as your planning number.
The blended cost per thousand messages is the figure worth writing down, because it is the one you can compare against your other channels honestly. Compare it against your email and SMS costs per thousand, not against a per-message rate in isolation.
If your marketing line dominates the total, the cheapest optimisation is almost never negotiating a rate. It is moving whatever can legitimately be a utility message out of the marketing category, and getting more conversations started by the customer so the reply is free.
What to do next
Check the current rate card for your market before you commit a budget. Meta publishes it per country and changes it on its own schedule, so any figure in a tool like this one is a planning aid rather than a quote.
Then look at your template mix. Businesses that plan a WhatsApp budget by volume alone are usually surprised by the bill, and businesses that plan by category rarely are.

Are the rates here official?
No. They are indicative figures for planning, and the tool says when they were last reviewed and links to Meta's own pricing page. Always confirm against the current rate card before signing anything off.
Why is my market so much more expensive than India?
Meta sets rates per market, and the spread between the cheapest and most expensive markets is very wide. It reflects local market conditions rather than anything about your account.
Do I need a Business Solution Provider?
Not necessarily. You can build directly on the Cloud API if you have engineering capacity. A provider buys you a shared inbox, agent routing and reporting, which is worth the monthly fee for most teams and worth nothing if you are sending automated notifications only.
Does the free service window mean support is free?
The messages are. The people answering them are not, and that is usually the larger number.
